Rains to affect parts of PH due to shear line, cloud clusters
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Saturday, Nov. 4 said it monitors cloud clusters in the east portion of the country which is expected to develop into a Low Pressure Area (LPA) in the following hours or days.

PAGASA said Eastern Visayas and Caraga will have cloudy skies with scattered rainshowers, thunder, and lightning caused by the cloud clusters.
The public is warned of possible flash floods or landslides in the affected areas due to moderate to heavy rains.
In Batanes and Cagayan including the Babuyan Islands, cloudy skies with scattered rainshowers and thunderstorms will also be felt due to the shear line---an area where the northeasterly winds and warm easterly winds converge.
Meanwhile, PAGASA said Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers caused by localized thunderstorms.
PAGASA also said possible flash floods or landslides may occur during severe thunderstorms in the affected areas. (Lizst Torres Abello)
