The incident went viral on social media.
Police identified the violator as James Vincent Ortega, 21, resident of Barangay 167-Llano, Caloocan City.
Based on the police report, Ortega and his companion were riding a motorcycle when NDC traffic enforcers stopped them in front of Grace Montessori School on Gen. Luis St. in Brgy. Nova Proper, Novaliches, Quezon City, for not wearing safety helmets.
