CEBU CITY – The provincial government of Cebu has suspended its program that sells rice from the National Food Authority (NFA) for P20 a kilo.
Gov. Gwen Garcia said the Sugbo Merkadong Barato program was put on hold while they are counter-checking the list of beneficiaries who are qualified to buy rice at that price.
Garcia said the program is limited only to “the poorest of the poor” and the beneficiaries were identified by National Household Targeting System for Poverty Reduction (NHTSPR).
The governor added that based on the list that was submitted by the Department of Social Welfare and Development (DSWD), there are 199,000 qualified beneficiaries who can avail of the program.
“We have to suspend it because we found that the list that was submitted by the social welfare officers of each town and city was well beyond the number,” Garcia said.
Garcia said the list that the local government units submitted showed a total of 303,000 beneficiaries.
“There is a bloating of over 100,000,” Garcia said.
The governor pointed out that there is a need to prioritize the qualified beneficiaries because of the limited supply of rice.
Garcia said the province will follow the list provided by the NHTSPR through the DSWD.
“There are poor but there are the poorest of the poor. I am bound by the NHTSPR,” said Garcia.
Garcia said the program will resume possibly by next week.
The governor said town mayors or barangay captains have nothing to do with the creation of the list.
“You can argue but you have to go to the DSWD. We will follow the process,” said Garcia.
Garcia said for the program’s rollout, the province has set aside P100 million that was used to buy rice from NFA.
The province bought the rice for P25 per kilo from NFA but will only sell it to the beneficiaries for P20.
With this, the province will incur losses of P20 million for the initial phase of the project, said Garcia.
Even if it will cause more losses, Garcia said the province is willing to buy more rice from NFA just so it could provide cheaper rice to the beneficiaries.
“It is a money well lost,” said Garcia.
House Speaker Martin Romualdez attended the launching of the program last Tuesday in Talisay City.
Garcia told Romualdez that she is hoping that the program will be supported by the national government as it will fulfill the campaign promise of President Ferdinand R. Marcos Jr. to bring the price of rice to P20 per kilo.
