Pro-ICC resolutions move forward in House

The House Committees on Human Rights and on Justice have adopted during a joint hearing the three resolutions calling on the Philippine government to cooperate with the prosecutors of the International Criminal Court (ICC). 

The three measures adopted Wednesday afternoon, Nov. 29 were House Resolution (HR) Nos. 1393, 1477,  and 1482. 

 

The joint panel approved the move to consolidate the resolutions, with HR No.1477 serving as template. 

Once consolidated, the resulting measure will be endorsed to the House plenary for the wider adoption of the legislative chamber. There are over 300 House members. 

The lead measure, HR No.1477, is principally authored by Committee on Human Rights Chairman Manila 6th district Rep. Bienvenido Abante Jr. 

Its full title reads, "Urging the appropriate Philippine government departments and agencies to extend their full cooperation to the Office of the Prosecutor of the ICC with respect to its investigation of any alleged crime within the jurisdiction of the ICC, including but not limited to the crime against humanity of murder committed in the Philippines in the context of the so-called 'war on drugs' campaign." 

The joint panel adopted the resolution after listening to the different positions of resource persons during the hearing. These include representatives from the Department of Justice (DOJ), Office of the Solicitor General (OSG), Commission on Human Rights (CHR), CenterLaw, and the Philippine National Police (PNP). 

Abante reiterated during the hearing that the resolutions aren't meant to indict a certain group or individual.
