Over P541 million will be allotted for climate adaptation projects to local government unit (LGU) beneficiaries, the Department of Finance (DOF) said.
This as President Ferdinand R. Marcos, Jr. approved the People’s Survival Fund (PSF) Resolutions. The PSF had an initial capitalization of P1 billion to finance adaptation programs and projects of LGUs and accredited community organizations.
The recent approval of the six new climate adaptation projects of over P541 million brings the number of PSF-funded projects to 11 climate adaptation initiatives and 6 projects for Project Development Grants (PDG), which amounts to a combined P889.6 million.
Finance Secretary Benjamin E. Diokno, who is the chairperson of the PSF Board, said that the swift approvals of the new projects are due to the streamlined review process initiated by the agency.
The DOF initiated measures to expedite fund utilization and streamline the project proposal process, which included the formulation of a Financing Agreement template––a document that facilitates the transfer of funds to the recipients.
The agency also collaborated with the Department of Budget and Management (DBM) and the Bureau of the Treasury (BTr) to design a fund transfer flow mechanism and acted on pending projects in tandem with the Development Bank of the Philippines (DBP).
Among the beneficiaries of the fund is the Mountain Province provincial government, led by Governor Bonifacio C. Lacwasan, Jr., which received a grant worth P271.15 million for the construction of a climate field school for farmers.
Meanwhile, the province of Maramag, Bukidnon, represented by Mayor Jose Joel P. Doroma, secured a grant worth P126.40 million for the installation of drainage and early warning systems as well as the development of the agroforestry industry.
The local government of Borongan City, Eastern Samar, through Mayor Jose Ivan Dayan C. Agda, was granted P117.96 million for the installation of embankment infrastructure and reforestation for enhanced flood control of the Lo-om River.
The project involves the construction of a flood control system for the Lo-om riverbank and the reforestation in the upstream area of the river.
The municipality of Cabagan, Isabela, represented by Mayor Christopher A. Mamauag, was granted P21.28 million for the installation of an irrigation project to irrigate drought-affected farmlands.
Over P2.64 million was granted to the municipality of Catanauan, Quezon Province, represented by Mayor Ramon A. Orfanel, for its Mangrove rehabilitation project to address the vulnerability of the municipality to storm surges and flooding.
Lastly, some P2 million was granted to the municipality of Besao, Mountain Province, through Mayor Bryne O. Bacwaden, for the Water Harvesting Structures Project.
