CSC chief cites importance of digitalization in improving public sector human resources


Civil Service Commission (CSC) Chairperson Karlo Nograles urged human resource management practitioners (HRMPs) across the country to fully embrace digitalization in order to ensure a dynamic civil service.

Nograles encouraged HR practitioners to be proactive in pursuing dynamic HR systems and processes that can meet the requirements of a modern civil service in his message delivered during the 21st Regional Conference of HRMPs in the Cordillera Administrative Region (CAR) held in Baguio City from Nov. 22 to 23.

“Civil servants are the nuts and bolts that make the government machinery work. The effectiveness of our bureaucracy largely depends on the quality of our human resources, and this is where all of you, as human resource management practitioners, have an integral role. We rely on your sound discretion in selecting individuals, and digitalization is a key component of this endeavor,” he said.

CSC-CAR organized the regional conference that brought together over 400 HRMPs from various national government agencies, local government units, and state universities and colleges in the CAR to discuss pertinent issues and emerging trends in HR management and organizational development.

With the theme “Embracing the Power of Dynamism: Navigating Change and Innovation in Human Resource Management,” the two-day program focused on cultivating dynamism in the civil service toward a bureaucracy with competent employees and leaders who can adapt to abrupt changes.

During the event, Nograles also urged all civil servants to support the government’s efforts toward digital transformation in the bureaucracy.

“These changes should empower and not intimidate our civil servants. In this digital age, our civil servants must embrace continuous learning and upskilling to remain relevant and effective. We should view digital transformation as a catalyst for personal and professional growth, enabling the government workforce to deliver better public services to the citizens we serve,” he said.
