Senate approves proposed P5.768-T 2024 national budget
Voting 21-0, the Senate on Tuesday, November 28 approved on third and final reading the proposed General Appropriations Bill (GAB) for 2024 which is at P5.768-trillion.
Twenty-one (21) senators gave affirmative votes; there were zero negative votes and one abstention.
Senate Minority Leader Aquilino “Koko” Pimentel III abstained from voting on the budget bill as he objected to its certification as urgent.
The Upper Chamber passed the GAB on second and third reading within the day as the measure is certified as urgent by President Marcos.
Prior to its approval, Senate Finance Committee Juan Edgardo “Sonny” Angara, sponsor of the 2024 GAB, cited some major amendments to the House of Representatives’ version that the Senate introduced in its own version.
For instance, Angara said the Senate poured more funds to the budgets of the Philippine Army, Air Force, Navy and the general headquarters to purchase much-needed equipment and set up more infrastructures.
Though he did not mention a specific amount, he said the augmentation will also help boost the Philippine Coast Guard’s (PCG) capability enhancements and trainings.
Angara also reported that the Senate extended more support for the Philippine National Police (PNP), in particular, additional funds for the procurement of more body cameras to promote better transparency and accountability.
The Senate did the same to the budgets of the Bureau of Fire and Protection (BFP), the Bureau of Jail Management and Penology (BJMP), National Bureau of Investigation (NBI) and PCG
Senators also agreed to sustain additional funding for the Marawi Compensation Board (MCB) and the Marawi Compensation Fund.
Among the major amendments the Senate introduced to the 2024 budget bill included additional funds to the government’s Assistance to Individuals in Crisis Situations or (AICS), and the Sustainable Livelihood Program (SLP) which are under the Department of Social Welfare and Development (DSWD) and to the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program (TUPAD).
The Senate also increased the budget of the Department of Health (DOH), Department of Environment and Natural Resources (DENR), Department of Trade and Industry (DTI).
According to Angara, the Senate gave over P1-billion augmentation on the budget of the Department of Science and Technology (DOST) and P50 million increase on the Department of Education’s (DepEd) Learner Support Program.
Angara made no mention of the controversial confidential and intelligence fund (CIF) when he presented the amendments on the budget.
Lawmakers are soon expected to tackle the 2024 GAB in a bicameral conference committee meeting. Afterwards, both the Senate and the House of Representatives will ratify the measure before sending it to President Marcos for his signature.
The members of the Senate who will attend the bicameral meeting for the 2024 budget are Senate President Pro Tempore Loren Legarda, Senators Pia Cayetano, Imee Marcos, Cynthia Villar, Ronald "Bato" Dela Rosa, Sherwin Gatchalian, Christopher "Bong" Go, Nancy Binay, Grace Poe, Mark Villar, Francis Tolentino, Joseph Victor "JV" Ejercito, Jinggoy Estrada and Senate Deputy Minority Leader Risa Hontiveros.
