Cagayan de Oro councilor, daughter of ex-mayor, sacked from 2 committees
CAGAYAN DE ORO CITY – Councilor Imee Rose Moreno, the daughter of former Mayor Oscar Moreno, was was removed as chairperson of her two committees during the city council session on Tuesday, November 28.

An emotional Councilor Moreno, who used to be part of the majority group, stressed that she supported the administration of Mayor Rolando Uy, regardless of issues that have been raised, saying that she did nothing that would hurt him and his leadership.
“This move is clearly an indication that I am no longer welcome in the majority, which I wholeheartedly respect; no hard feelings, I understand. It is what it is because we are in politics,” Councilor Moreno said when she delivered a manifestation while controlling herself from crying.
The city council passed Proposed Resolution No. 540 reorganizing the composition and electing the new chairpersons, vice chairpersons, and members of the committees on women and family relations, cooperatives, sports and youth development, and public works.
Councilor Joyleen Mercedes Balaba is the new chairperson of the committee on women and family relations while newly elected Sangguniang Kabataan (SK) Federation President Councilor Kenneth John Sacala is the new chairperson of the committee on cooperatives – the two panels previously handled by Moreno.
Sacala will also lead the committee on sports and youth development, while Majority Floor Leader Councilor Edgar Cabanlas is the new chairman of the public works committee – panels previously handled by Sacala’s predecessor, former SK Federation President Councilor John Michael Seno.
Minority Councilors Jose Pepe Abbu Jr., Agapito Eriberto Suan, and Christian Rustico Achas, abstained from the approval of the resolution.
“I have no bitterness or bad blood toward my colleagues in the city council. But, as mentioned by Councilor Cabanlas earlier, this is politics, and he actually welcomed me. Welcome to the world of politics,” Councilor Moreno said.

The lady lawmaker’s situation is almost similar to Councilor Ian Mark Nacaya, former majority floor leader, who was also removed from the position and his committees early this year.
Councilor Moreno said she did not see any possible reason behind her removal and said that the issue of Uy and his father, the former mayor, might be the cause of the sudden change.
The elder Moreno has been criticizing the Uy administration in the past few months.
Moreno slammed the city council for passing an ordinance certified by the mayor authorizing him to negotiate a loan to fund the Cagayan de Oro Government Center and Ecotourism Site project.
Councilor Moreno was the lone member of the majority who abstained from approving the ordinance.
The former mayor also questioned the city’s P11.2-billion budget in 2024, including its P250-million confidential funds, and the immediate approval of the proposed expenditure during the deliberation on the committee level on November 7.
Councilor Moreno said her removal doesn’t define who she is as a public servant and stressed that she will continue the livelihood programs she started in her previous committees.
Her only worry was that her 14 job order workers might be affected by the sudden change.
