The Department of Education reported 219 classrooms with minor damages, 37 heavily damaged classrooms, and 28 totally damaged classrooms from six divisions as of November 28.

Northern Samar had the most school infrastructure damage with 246 classrooms.

A total of 370,000 individuals or 74,500 families were affected by the massive flooding caused by
heavy rains from the shear line in the province that reached a volume of 796.6 millimeters, prompting Gov. Edwin Ongchuan to declare a state of calamity.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) logged a month's worth of rain in Catarman, Northern Samar in just 24 hours, higher than tropical storm “Ondoy” in Quezon City in 2009 with 454.9 millimeters in a day.
