Balisacan said solicited processing is preferred for the operations and maintenance of the Metro Rail Transit (MRT) Line 3 and the Light Rail Transit (LRT) Line 2.<br>The Department of Transportation earlier announced that they were combining the two railways in one O&M deal to make it more attractive to private operators.<br>Once the operations and maintenance contracts of these railways are bundled, the MRT-3 Management will be transferred to LRTA, the operator of the LRT 2.<br>MRT-3 is currently operated by Sobrepeña-led Metro Rail Transit Corp. while LRT-2 is under the LRTA which is a government owned corporation.
National Economic and Development Authority Secretary Arsenio M. Balisacan said they prefer to get solicited bids for the operations and maintenance (O&M) of the Metro Rail Transit (MRT) Line 3 and the Light Rail Transit (LRT) Line 2.
In an interview with the reporters, Balisacan said that a solicited bidding process will provide the government with a range of options of proposals from various companies.
“When it's solicited you can get better chances of getting a good winner because you really don't know what's a good proposal until you see all proposals on the table and you miss that if it's unsolicited,” he said.
A solicited proposal is submitted through a request issued by the government, which usually has certain terms and conditions while unsolicited proposal is submitted prior to any request.
Earlier, Department of Transportation Undersecretary for Railways Cesar Chavez said that they were combining the two railways in one O&M deal to make it more attractive to private operators.
The agency also said that they will engage the Asian Development Bank and the International Finance Corp. for the terms of reference for the MRT 3 and LRT 2 bundled contract.
Once the operations and maintenance contracts of these railways are bundled, the MRT-3 Management, the current operator of the train line, will be transferred to LRTA, the operator of the LRT 2.
MRT-3 is currently operated by Sobrepeña-led Metro Rail Transit Corp. while LRT-2 is under the LRTA, a wholly owned government corporation.
