PAGASA said Cagayan Valley, Apayao, Kalinga, Mountain Province, and Ifugao will have cloudy skies with light rains while partly cloudy to cloudy skies with isolated light rains will be felt in Ilocos Region, Central Luzon, and the rest of Cordillera Administrative Region (CAR) due to northeast monsoon or "amihan."

PAGASA also said Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms and the easterlies or the warm winds coming from the Pacific Ocean.

PAGASA warned the public of possible flash floods or landslides in high-risk areas during severe thunderstorms.

Meanwhile, PAGASA said the shear line does not affect the country as the effects of the northeast monsoon receded.

Moreover, the weather bureau said the country will not expect any Low Pressure Area (LPA) until the end of November.
