Members of the House of Representatives are eagerly awaiting the enactment of the proposed Philippine Salt Industry Development Act, which is now in its final stages in the legislative mill.
The anticipation is high from House members Kabayan Party-list Rep. Ron Salo and Agri Party-list Rep. Wilbert T. Lee, who are two of the most vocal proponents of the measure.
Salo and Lee were part of the House contingent to the bicameral conference committee hearing on the proposed Philippine Salt Industry Development Act, which recently reconciled the disagreeing provisions of the House and Senate versions of the measure.
“The collaborative efforts of the bicameral committee is a testament to our collective commitment to bolster the salt industry, paving the way for the sustainable development and growth of this vital sector,” Salo said.
“With the bicam’s approval of the provisions, I am confident that the final bill seamlessly integrated the key elements of both the House and Senate versions, creating a robust framework that empowers the local salt industry,” Salo noted.
The final version of the measure will soon be submitted to both chambers of Congress for ratification. After that, it will be sent to Malacañang for President Marcos' signature.
Lee, for his part, said: "With proper monitoring and implementation, this law will empower the industry so it can generate jobs and make the country salt self-sufficient."
For the law to achieve its objectives, the Bicolano lawmaker said the government should adopt and apply the acronym "ASIN," which stands for the following:
A: Advancing Market Strategies and Expansion of salt farms,
S: Sufficient appropriation and funding,
I: Innovative Techniques in Salt Development, and
N: National Salt Development Roadmap.
Asin is Filipino for salt.
Lee added that another key component of the success of the prosposed law "is the proper use of the SIDCEF or Salt Industry Development and Competitiveness Enhancement Fund (SIDCEF), which will be sourced from the tariffs on salt imports, which will be increased to 9 percent".
