DAVAO CITY – The Philippine Navy successfully conducted on Thursday, Nov. 23, its Maritime Inter-Agency Exercise 2023-02 at the Mati Port in Mati City in Davao Oriental province.
The Navy said the exercise aims to enhance synergy further and test the interoperability between the maritime agencies in addressing the threat of terrorism and other illegal activities in the waters of the Davao Region.
To help the Eastern Mindanao Command (Eastmincom) maintain peace and security in its region, the exercise aims to enhance collaboration among participating maritime agencies and build trust to achieve shared objectives.
The exercise's focal point involved a simulated demonstration of the Communist Terrorist Group trying to transport weapons into the province illegally.
The Navy said conducting such exercises will lead to well-trained and organized maritime agencies, boosting their collaboration, interoperability, and synergy, as the simulation allowed participants to prove their aptitudes, coordination, and response strategies in preventing dangerous events.

The Naval Forces Eastern Mindanao (NFEM) Operational Control and Tactical Control units, Joint Task Force Agila, Army’s 66th Infantry Battalion, Coast Guard District South-Eastern Mindanao, Philippine National Police Regional Maritime Unit, Bureau of Fisheries and Aquatic Resources, Bureau of Customs, Mati PNP, and the Mati City Disaster Risk Reduction and Management Office participated in the exercises.
Mati City Mayor Michelle Nakpil Rabat, DavOr Provincial Governor Nino Uy Jr., and students from the Mayor Santiago Garcia Memorial School and Mayor Luisito G. Rabat School witnessed the exercises.
Rabat emphasized that everyone’s participation in the exercises demonstrated the dedication of local authorities and underscored the importance of educating young individuals about the significance of protecting coastal areas.
“I hope it does not happen in real life. I hope you continue practicing and improving your skills in defending. I would not mind spending my taxes on you guys,” Rabat said in her speech after the simulation exercise.
The city mayor also expressed profound gratitude to Eastmincom, the Philippine Navy, and the rest of the government agencies, calling them “the defenders of the republic.”
Rabat added that the exercises also aim to evaluate how different agencies work together and respond quickly to maritime threats, and through a realistic scenario, the agencies assessed their preparedness and identified areas that require improvement.
As the first successful exercises ended in Mati, participants expressed enthusiasm for the next joint operations and ongoing partnerships to tackle potential threats and to promote a safer and more secure maritime environment in Mati City and throughout the Davao Region.
Rabat said the success of the Maritime Inter-Agency Exercise not only highlights the strong commitment and dedication of the Philippine Navy but also emphasizes its role as a key player in safeguarding the nation’s maritime interests.
