Rains to persist across PH; flash floods may occur — PAGASA
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said on Wednesday, Nov. 22 that scattered rain showers will continue in most parts of the country.

PAGASA warned of flash floods that may occur in some areas due to "moderate to heavy" rains caused by the prevalence of the shear line and northeast monsoon.
Bicol Region, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Quezon, Visayas, and Zamboanga Peninsula will have cloudy skies with scattered rain showers and thunderstorms caused by the shear line—an area where the cold northeasterly winds and warm easterlies converge.
Weather specialist Obet Badrina cautioned the public—especially those in Samar—about the potential risks posed by landslides or flash floods brought on by the recent persistent moderate to heavy rains.
In Cagayan Valley and Aurora, cloudy skies with light rains will prevail, while partly cloudy to cloudy skies will be experienced in Metro Manila and the rest of Luzon due to the northeast monsoon or “amihan.”
Meanwhile, PAGASA said the rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers caused by localized thunderstorms.
It also warned of flash floods or landslides that may occur in high-risk areas during severe thunderstorms.
