DBM allots P15 B for migrant workers in 2024

Over P15.3 billion will be for the assistance and projects for Filipino migrant workers next year, the Department of Budget and Management (DBM) said.

In a statement, Budget Secretary Amenah F. Pangandaman said on Tuesday, Nov. 21 that the budget is allotted for the proposed national budget of the Department of Migrant Workers (DMW) next year.

“Sa ilalim ng pamumuno ni Pangulong Ferdinand R. Marcos, Jr., hinding-hindi po pababayaan ng ating pamahalaan ang kapakanan ng ating mga migrant workers [Under President Ferdinand R. Marcos, Jr.’s administration, we will not abandon the welfare of our migrant workers].” Pangandaman said.

“They are our heroes. Dapat lang na sila po ay matulungan at maalalayan, lalo na sa panahon ng krisis. Katuwang po nila kami sa DBM. Katuwang po nila ang pamahalaan [It is necessary to help and guide them, especially in times of crisis. We are their partners in DBM. The government is their partner].” she added.

Some P9.7 billion of this budget will be allotted for the funding of the Overseas Workers Welfare Administration (OWWA) Emergency Repatriation Program to assist overseas Filipino workers (OFWs) who are forcibly repatriated, Secretary Pangandaman stated.

Another P1.2 billion will be allocated for the Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan Fund which provides legal, medical, financial, and other forms of assistance to protect the rights of Filipino nationals.

A total of P13 million will be allotted for the OFW Hospital and Diagnostic Center to cater primarily to the healthcare needs of OFWs and their qualified dependents.

In addition, a total of P440.115 million was given to The Balik Pinas, Balik Hanapbuhay Program, which provides entrepreneurship development training and cash assistance amounting to P20,000 as start-up or additional capital to returning OFWs.

Further, an additional P227.995 million was allocated for the Tulong Pangkabuhayan sa Pag-Unlad ng Samahang-OFWs which grants assistance to support the formation, enhancement, or restoration of livelihood projects of OFW organizations.

Over P18 million will also be allotted to the OFW Enterprise Development and Loan Program to provide families of OFWs with viable business enterprises.

The program is an enterprise development intervention of OWWA in partnership with the Land Bank of the Philippines and the Development Bank of the Philippines, which allows the families of OFWs to create employment opportunities in their community.
