Scattered, light rains to persist across PH, says PAGASA
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Nov. 20 said the shear line affects the eastern section of Visayas while the northeast monsoon or "amihan" prevails in Luzon.

PAGASA said Visayas, Northern Mindanao, Caraga, Bicol Region, and MIMAROPA will have cloudy skies with scattered rain showers and thunderstorms caused by shear line---an area where the cold northeasterly winds and warm easterlies converge.
PAGASA warned the public of risks from possible flash floods or landslides in the affected areas due to moderate to heavy rains.
In Cagayan Valley, Apayao, and Quezon, cloudy skies with light rains will be felt while in Metro Manila and the rest of Luzon, partly cloudy to cloudy skies with isolated light rains will be expected due to amihan.
PAGASA said the rest of Mindanao will also have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
PAGASA also advised the public that possible flash floods or landslides may occur during severe thunderstorms.
Meanwhile, weather specialist Obet Badrina said the Low-Pressure Area (LPA) being monitored inside the Philippine area of responsibility (PAR) dissipated on Sunday, Nov. 19.
Badrina added that PAGASA is not monitoring LPA inside and outside PAR and that there may be no LPA to be monitored this week.
