Winning SK officials must undergo training before they can assume office in Muntinlupa
Winning Sangguniang Kabataan (SK) officials in the Oct. 30 elections are required to undergo training first before they will be allowed to assume office on Nov. 30.
This was the reminder of the Muntinlupa City government, citing a memorandum circular issued by the Department of the Interior and Local Government (DILG).

DILG’s Memorandum Circular 2013-156 stated that “the newly elected Sangguniang Kabataan Officials are especially reminded that the mandatory training is a pre-requisite before they can officially assume and perform their mandated duties and functions come 12 Noon of November 30, 2023.”
It added that the National Youth Commission (NYC) central and area offices “shall ensure that the Mandatory Training is conducted, monitor the compliance of LGUs/LYDOs [local government units/local youth development officers] of their roles and responsibilities and submit related reports to the Office of the Secretary, through the Undersecretary for Barangay Affairs.”
The mandatory training is based on Republic Act 10742 or the SK Reform Act of 2015.
In Muntinlupa, the city government through its Local Youth Development Office will conduct the mandatory training for all elected SK officials on Nov. 4 at Alabang Central Market.
It will cover the topics Decentralization and Local Governance, Sangguniang Kabataan History and Salient Features, Meetings and Resolution, Planning and Budgeting, and Code of Conduct and Ethical Standards.
