Trough of LPA, shear line to bring scattered rains over most of PH
The combined effects of the shear line and the trough of a low pressure area (LPA) will continue to cause cloudy weather with rains in most of the country, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Sunday, Nov. 19.

PAGASA said the LPA, which was estimated 465 kilometers east of Surigao City, Surigao del Norte still has a low chance of developing into a tropical cyclone.
However, the LPA and the shear line—an area where the cold northeasterly winds and warm easterlies converge—may still bring scattered rain showers and thunderstorms to Masbate, Sorsogon, Visayas, Northern Mindanao, Caraga, and Davao Region.
PAGASA said flash floods or landslides may occur due to moderate to heavy rains.
Cagayan Valley, the rest of Bicol Region, and Apayao will experience cloudy skies with light rains, while Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated light rains due to the northeast monsoon or “amihan.”
Meanwhile, the rest of Mindanao will also have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
The public is warned of possible flash floods or landslides in high-risk areas during severe thunderstorms.
