PAGASA: Parts of PH to still expect rains due to shear line, 'amihan'
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Sunday, Nov. 19, said the shear line still affects the eastern section of Visayas while the northeast monsoon or "amihan" prevails in Luzon.

PAGASA said Catanduanes, Albay, Sorsogon, Masbate, Romblon, Palawan, Visayas, Northern Mindanao, and Caraga will have cloudy skies with scattered rain showers and thunderstorms due to shear line---an area where the cold northeasterly winds and warm easterlies converge.
Possible flash floods or landslides may occur due to moderate to heavy rains in the affected areas, PAGASA said.
In Cagayan Valley, Apayao, Quezon, and the rest of the Bicol Region, cloudy skies with light rains will be felt while Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated light rains caused by amihan.
Meanwhile, the rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
PAGASA warned the public of possible risks from flash floods or landslides during severe thunderstorms.
