Rains to persist across PH due to shear line, LPA, 'amihan'
Most parts of the country will still experience rains due to the effect of the Low Pressure Area (LPA) inside the country's area of responsibility, shear line, and the northeast monsoon or "amihan," said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Saturday, Nov. 18.

PAGASA said the LPA seen 505 kilometers east of Surigao City, Surigao del Norte still has a low chance of developing into a tropical cyclone in the following days.
However, PAGASA said Visayas, MIMAROPA, Bicol Region, Northern Mindanao, Caraga, and Davao Region will have cloudy skies with scattered rain showers and thunderstorms due to the combined effects of the LPA and shear line---an area where the cold northeasterly winds and warm easterlies converge.
PAGASA warned the public to be vigilant against risks from possible flash floods or landslides due to moderate to heavy rains.
In Cagayan Valley and Apayao, cloudy skies with light rains will be experienced while in Metro Manila and the rest of Luzon, partly cloudy to cloudy skies with isolated light rains will be expected due to northeast monsoon or "amihan."
Meanwhile, the rest of Mindanao will have partly cloudy to cloudy skies with isolated rain showers caused by localized thunderstorms.
PAGASA said possible flash floods or landslides may occur during severe thunderstorms.
