The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Thursday, Nov. 16, said parts of the country may expect rains due to the prevalence of northeast monsoon or "amihan" and shear line.

PAGASA said Bicol Region, Eastern Visayas, Central Visayas, Northern Mindanao, Caraga, Oriental Mindoro, Quezon, Marinduque, Romblon, Davao del Norte, Davao de Oro, and Davao Oriental will have cloudy skies with scattered rain showers and thunderstorms caused by shear line---an area where the cold northeasterly winds and warm easterlies converge.
The weather bureau warned the public of possible flash floods or landslides due to moderate to heavy rains in the affected areas.
Cloudy skies with light rains will be experienced in Cagayan Valley, Apayao, Kalinga, Ifugao, Mountain Province, and Aurora.
Metro Manila, Ilocos Region, the rest of Cordillera Administrative Region, the rest of Central Luzon, and the rest of CALABARZON will have partly cloudy to cloudy skies with isolated light rains due to "amihan."
Meanwhile, the rest of the country will also have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
Moreover, PAGASA said it still monitoring the Low Pressure Area (LPA) outside the Philippine area of responsibility (PAR) which was seen 1,155 kilometers east of southeastern Mindanao.
PAGASA said the LPA still has a low chance of developing into a tropical cyclone but it may enter PAR on the evening of Nov. 16 or early morning or Nov. 17.
