Shear line, 'amihan' to continue to bring rains over parts of PH
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Wednesday, Nov. 15 said the shear line and northeast monsoon will continue to bring some rains over parts of the country in the next 24 hours.

PAGASA said Metro Manila, Cavite, Laguna, Batangas, Rizal, Quezon, Bicol Region, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, and Eastern Visayas will have cloudy skies with scattered rain showers and thunderstorms due to shear line—an area where the cold northeasterly winds and warm easterlies converge.
The public is warned of the risks of flash floods and landslides during moderate to heavy rains.
The northeast monsoon or “amihan” may bring cloudy skies with light rains to Cagayan Valley, Apayao, Kalinga, Ifugao, Mountain Province, and Aurora, while Ilocos Region, the rest of Cordillera Administrative Region, and the rest of Central Luzon will have partly cloudy to cloudy skies with isolated light rains.
Meanwhile, the rest of the country will have partly cloudy to cloudy skies with isolated rain showers caused by localized thunderstorms.
PAGASA also warned of flash floods or landslides that may occur in high-risk areas during severe thunderstorms.
Moreover, weather specialist Benison Estareja said the Low Pressure Area (LPA) being monitored outside the Philippine area of responsibility (PAR) was last located 1,265 kilometers east of southeastern Mindanao.
Estareja said the LPA still has a low chance of developing into a tropical depression but it may enter the country's area of responsibility in the next 24 hours.
However, he noted that the LPA may have a higher chance of developing into a tropical depression once inside the PAR.
