Cloudy with rains in Metro Manila, other Luzon areas due to shear line, 'amihan'
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Wednesday, Nov. 15 said cloudy skies and rains are expected in most of Luzon, including Metro Manila, due to the shear line and northeast monsoon or "amihan."

PAGASA said Metro Manila, Bicol Region, Cavite, Laguna, Batangas, Rizal, Quezon, Isabela, Quirino, Aurora, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Northern Samar, Eastern Samar, and Samar will have cloudy skies with scattered rain showers and thunderstorms because of the shear line—an area where the cold northeasterly winds and warm easterlies converge.
The public is warned of the risks of flash floods and landslides during moderate to heavy rains.
PAGASA also said cloudy skies with light rains will be felt in Apayao, Kalinga, Ifugao, Mountain Province, and the rest of Cagayan Valley, while partly cloudy to cloudy skies with isolated light rains will be felt in Ilocos Region, the rest of Cordillera Administrative Region, and the rest of Central Luzon due to the amihan.
Meanwhile, the rest of the country will have partly cloudy to cloudy skies with isolated rain showers caused by localized thunderstorms.
PAGASA also warned of flash floods or landslides that may occur in high-risk areas during severe thunderstorms.
Moreover, weather specialist Obet Badrina said PAGASA is still monitoring a Low Pressure Area (LPA) outside the Philippine area of responsibility (PAR), which last located 1,275 kilometers east of northeastern Mindanao.
Badrina added that the LPA may re-develop into a tropical cyclone and may enter the PAR in the next few days.
