Proposal to create Migrant Workers Relations Commission moves forward in House

A bill that seeks to establish a commission that will have jurisdiction over all claims and disputes involving overseas Filipino workers (OFWs) has begun to move forward in the House of Representatives.

The House Committees on Government Reorganization and Overseas Workers Affairs jointly took up House Bill (HB) No. 8805, which sought to establish the Migrant Workers Relations Commission (MWRC).

As a quasi-judicial agency, the proposed MWRC will be attached to the Department of Migrant Workers (DMW).

"The establishment of a dedicated quasi-judicial body exclusively for OFWs to ensure a more focused and streamlined approach to address their specific needs was initially proposed in the original draft creating the DMW in the House of Representatives,” explained Kabayan Party-list Rep. Ron Salo, chairman of the overseas workers affairs panel.

“This is consistent with the national policy of having one department, including the attached agencies, catering to the concerns of our migrant workers," he said.

In the current setup, the National Labor Relations Commission (NLRC), a quasi-judicial agency attached to the Department of Labor and Employment (DOLE), is designated to resolve claims and disputes involving OFWs.

However, with NLRC handing over 30,000 cases each year, majority of cases are subjected to potential delays and backlogs.

The meeting on Monday was attended by representatives from different unions of migrant workers, associations of manning and recruitment agencies, and different government agencies.

Salo, who authored the bill, said: “This bill is unique and remarkable as it is one of the rare times that both employers and employees, represented by their union, are united in supporting and passing the measure."

"I thank my co-chairman Rep. Jonathan Flores of the Committee on Government Reorganization for deliberating this crucial measure that underscores our commitment to the welfare of our OFWs. We recognize the hardships they face and the sacrifices they make for the growth and prosperity of our nation,” Salo said.

“The passage of the MWRC stands as a testament to our unwavering commitment to the well-being of our modern day heroes,” he noted.
