Tropical depression outside PAR 'struggles' to maintain strength --- PAGASA
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Nov. 13, said the tropical depression being monitored outside the Philippine Area of Responsibility (PAR) could not keep its strength.

In its 11 p.m. bulletin, the center of the tropical depression was estimated at 1,655 kilometers east of southeastern Mindanao.
"Due to unfavorable environment, the tropical depression may struggle to intensify or even maintain strength in the next 24 to 36 hours," said PAGASA.
"There is an increasing possibility that this tropical cyclone may weaken into a low pressure area in the next 12 to 24 hours," PAGASA added.
The tropical depression with maximum sustained winds of 45 kph and gusts of up to 55 kph was moving southeastward at 10 kph, said PAGASA.
PAGASA however noted that if there will be "slight improvement" in the environmental conditions, "limited intensification" may happen on Wednesday, Nov. 15 leading the weather system to intensify into a tropical storm category on Thursday, Nov. 16.
PAGASA said the tropical depression may enter PAR on late Wednesday or early Thursday.
