The 25-year-old Pagdanganan blew hot and cold this time, shooting five birdies against four bogeys for a three-round total of 210, eight strokes behind Korean Hyo Joo Kim.
Kim fired a 70 highlighted by three birdies on the last six holes to stretch her lead to five strokes on an 11-under 202.
Pagdanganan opened the round with a birdie but came through with bogeys on the fourth and ninth before managing three birdies on the next four holes.
She, however, struggled with a bogey-birdie-bogey from the 14th.
Meanwhile, Dottie Ardina posted a 69 for 211 to propel to joint 13th.
Starting at the back nine, Ardina shot two birdies before posting two more birdies against two bogeys on her last nine holes.
She had earlier rounds of 72 and 70.
Ardina hopes to catch up at the leaderboard when she tees off at 10:01 a.m. with Katherine Muzi and Hsu Wei-Ling, while Pagdanganan follows suit at 1:23 a.m. with Nicole Broch Estrup and Atthaya Thitikul.
