Pasig City Mayor Vico Sotto's State of the City Address (SOCA) on Oct. 5 was cut short when a power box overloaded beside the stage, disabling the screen and sound system at the venue.

Sotto was in the middle of delivering his SOCA speech when the screen, lights, and microphones on stage suddenly turned off.
Smoke was then seen rising from beside the stage, near the sound system, prompting personnel to remove the cloth covering the stage and moving the decorative plants near the area.
Sotto and the other officials swiftly left the stage as personnel from the Pasig Disaster Risk Reduction and Management Office (DRRMO) and Bureau of Fire Protection (BFP) responded to the incident.
No one was hurt in the incident, and the alleged source of the smoke was turned over to the BFP.
The area was deemed safe, but the technical problems were unresolved, leading to the early adjournment of the program.

Sotto lightheartedly addressed the scattered audience, delivering his final message using a long range acoustic device (LRAD) or megaphone.
He said he was already on the last page of his notes for the speech before it occurred.
"Pero ganyan talaga ang buhay kailangan mabilis mag-adjust (That's how life is, you need to adjust quickly)," said Sotto in his social media post on Oct. 6, reflecting on the incident.
Some of the big ticket items for 2024 that he was supposed to announce will be shared another time, he added.
