MMC supports PBBM's suspension order on collection of 'pass-through fees'

The Metro Manila Council (MMC) convened on Friday, Oct. 6, to express its support to President Marcos' issuance of Executive Order (EO) No. 41 ordering the suspension of the collection of pass-through fees which he said adds to the logistic costs of products that are then pass on to consumers.

The meeting at the office of the Metropolitan Manila Development Authority (MMDA) was attended by MMC President and San Juan City Mayor Francis Zamora, MMDA Chairman Romando Artes, Department of Interior and Local Government (DILG) Sec. Benhur Abalos, and other city mayors and representatives.

"Nais kong ipaalam na ang Metro Manila Council ay nag-approve unanimously ng MMC Resolution 23-15 kung saan ang lahat ng mayors na dumalo sa pagpupulong na ito ngayon pati na 'yung mga representatives po na hindi nakadalo, ay sumasang ayon sa moratorium sa mga passing through fees na kasalukuyang pinapatupad ng ibang mga local government units (LGUs) sa loob ng Metro Manila o kahit 'yung pagdaan sa mga kalye ay hindi na po gagawin (I wish to inform everyone that the Metro Manila Council has unanimously approved MMC Resolution 23-15 wherein all mayors who have attended this meeting as well as the representatives of those who was not able to attend, agree to the moratorium on the collection of passing-through fees currently being implemented by other LGUs in Metro Manila)," Zamora said.

"Kung meron pong mga existing ordinances ang mga local government units ito po ay susupendihin at ire-repeal. Ang importante po ay hindi na po maniningil patungkol sa mga pagdeliver ng mga produkto (Existing ordinances of local government units regarding the approval of collection of these fees will now be suspended and repealed. What's important is that LGUs' will no longer charge the deliveries of products)," he added.

The mayor explained the the council believes that the suspension or complete removal of these ordinances will help lessen the prices of commodities because it will lessen the number of things delivery couriers and companies are paying.

"Ito po ay makakabawas syempre sa presyo ng mga bilihin sa Metro Manila at ganun din sa buong bansa kung ito ay magagawa rin sa ibat ibang rehiyon sa ating bansa (This will help decrease the prices of commodities in Metro Manila as well as in the whole country if the order can be implemented to other regions of the country)," the local chief stressed.

Based on the EO, the President made his decision to ensure the efficient movement of goods across regions and revitalize local industries under the Philippine Development Plan 2023-2028.

The LGUs are now prohibited from collecting toll fees and charges for all motor vehicles transporting goods or merchandise while passing through national roads and other roads not constructed and funded by them.

They are "strongly urged" to suspend or discontinue the collection of fees such as but not limited to:

- Sticker fees
- Discharging fees
- Delivery fees
- Market fees
- Toll fees
- Entry fees
- Mayor's Permit fees

In his EO, President Marcos emphasized that the unauthorized imposition of pass-through fees significantly impacts transportation and logistics costs, which are often passed to consumers.

He said reducing transport and logistics costs is one of the pillars of his administration's 8-Point Socioeconomic Agenda.

"It is the overarching policy of the Administration to consolidate all essential components within the value and supply chain and reduce the costs of food logistics, which play a pivotal role in effectively tempering the inflation rate in the country," he added.
