The Bases Conversion and Development Authority (BCDA) received its highest performance grade from the Governance Commission for Government-Owned or Controlled Corporations (GCG).
In 2022, GCG awarded the BCDA with an overall rating of 96.80 percent, beating its scores from the past seven years.
In order to avail of a Performance-based bonus from the government-owned corporation, the GCG requires a performance score of at least 90 percent.
The GCG wrote the actual generated proceeds from the BCDA’s joint venture agreements, lease contracts, and concession agreements which totaled P7.91 billion.
This amount exceeded the BCDA’s 2022 target of P5.07 billion.
President and Chief Executive Officer (CEO) Joshua M. Bingcang said that the grade would be used as a basis of inspiration to continue their commitment as a conversion and development agency.
“This remarkable accomplishment of BCDA last year is reflective of our drive for excellence in delivering our commitment to build great cities, strengthening our armed forces, and contributing to our national economic development,” he added.
Last year, the BCDA hit a remittance milestone to the national government as it reached P7.53 billion.
Because the employees met their expected competencies, the state-run corporation also received a high organizational competency rate.
They were also credited for completing three signed contracts for the Philippine Marine Corps Phase 1 Project, the National Academy for Sports, and finished a lease agreement for the construction of the Virology Institute of the Philippines with the Department of Science and Technology (DOST).
The BCDA’s performance evaluation also attained a 100 percent stakeholder satisfaction rate for 2022. Because of this, they retained their ISO 9001-2015 Certification.
The GCG, which acts as a regulatory body, has systematized the conduct of the Performance Evaluation System.
This processes the accomplishments of all government-controlled corporations in a given fiscal year based on set performance criteria, targets, and weights and evaluated through Performance Scorecards.
“BCDA finished 2022 headstrong all thanks to our dedicated employees who are working tirelessly in serving the public. They are BCDA's backbone that made all these accomplishments possible," said Bingcang. (Gabriell Christel Galang)
