Raps filed vs cop in fatal shooting outside QC bar
The Quezon City Police District (QCPD) has filed criminal charges against the police officer who shot and killed a man outside a bar in Barangay Nova Proper, Novaliches, Quezon City on Tuesday, Oct. 3.
Police identified the suspect as Patrolman Edwin Rivera, 26, of Barangay Bagbag, Novaliches, who was assigned to the Regional Mobile Force Battalion - National Capital Region Police Office.
The QCPD said that it filed charges for murder and illegal possession of firearms in relation to the Omnibus Election Code against the suspect with the Quezon City Prosecutor's Office.
According to the police report, the shooting incident happened at around 4:45 a.m. on Oct. 3, outside the bar in Quezon City.
Citing the statement of witnesses, police said the victim, Chrismel Serioso, 29, also from the same barangay, and the policeman, who was with two other men, engaged in a scuffle inside the bar.
The victim went out of the bar to escape. He was allegedly chased and shot by Rivera.
Serioso then tried to ride a passenger jeepney but was caught and beaten by Rivera and his cohorts.
The victim was rushed to a hospital were he was later declared dead.
QCPD Novaliches Station (PS 4) officers responded after receiving a report about the incident which led to the arrest of the suspect.
However, Rivera's cohorts managed to escape.
Police said that according to Rivera, the scuffle happened after the victim allegedly offered "shabu" to them.
Rivera is currently under the custody of the QCPD Criminal Investigation and Detection Unit (CIDU).
The police launched a manhunt operation to arrest the suspect’s cohorts.
"Hindi namin kukunsintihin ang mga ganitong maling gawain ng pulis lalo na dito sa Quezon City. Mananatili kami sa tapat na pagtupad ng aming tungkulin na paglingkuran ang mga mamamayan ( We will not tolerate such actions of police officers especially here in Quezon City. We will remain honest in fulfilling our duties to serve the residents) " QCPD Director Brig. Gen. Redrico Maranan said.
