Lagman issues savage retort vs VP Duterte on confidential funds issue

In an obvious jab at Vice President Sara Duterte, Albay 1st district Rep. Edcel Lagman said on Thursday, Oct. 5 that schools should be "temples of knowledge" and not "arenas of surveillance".
"On World Teachers’ Day, we should be reminded that schools are temples of knowledge not arenas of surveillance," Lagman said.
"The secretary of education must be a teacher, not a centurion," the independent minority congressman added, without mentioning Duterte's name.
A centurion is the commander of a century in the ancient Roman army.
Duterte is the concurrent secretary of the Department of Education (DepEd).
Lagman released the terse statement a day after the lady official made a controversial defense on her office's use of confidential funds. Confidential funds are special lump sum funds in the national budget.
“Anyone who attacks or undermines funds allocated for peace and order is naturally assumed to have insidious motivations. Such actions go against the protection and well-being of our citizenry," Duterte said on Wednesday, Oct. 4 during the 122nd Police Service Anniversary of the Philippine National Police (PNP) Regional Office 13.
"Those who seek to compromise the security and development of our nation jeopardize the very fabric of our society and hinder our progress,” she added.
