East of Luzon to expect rains on All Saints' Day --- PAGASA

The Philippine Atmospheric, Geophysical Astronomical and Services Administration (PAGASA) on Tuesday, Oct. 31 said the eastern parts of Luzon may expect rainy weather conditions due to the combined effect of the Low Pressure Area (LPA) being monitored inside the Philippine area of responsibility (PAR) and the shear line.

The LPA which was seen at 185 kilometers east of Virac, Catanduanes still has a low chance of developing into a tropical cyclone and may dissipate in the next 48 hours, said PAGASA.

PAGASA said the Bicol Region, MIMAROPA, CALABARZON, Aurora, and Visayas will have cloudy skies with scattered rain showers and thunderstorms due to the LPA and shear line---an area where the cold northeasterly winds and warm easterly winds converge.

The public is warned against possible flash floods and landslides in high-risk areas due to moderate to heavy rains.

In Cagayan Valley, cloudy skies with rains will be felt, while partly cloudy to cloudy skies with isolated light rains will be experienced in Metro Manila, Cordillera Administrative Region (CAR), Ilocos Region, and the rest of Central Luzon both due to northeast monsoon or "amihan," said PAGASA.

Meanwhile, PAGASA said Mindanao will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.

PAGASA also warned the public of the risks of possible flash floods and landslides during severe thunderstorms. (Lizst Torres Abello)
