Comelec to file raps vs Bicol mayor for halting proclamation of BSKE bets

An unnamed mayor in Bicol is in hot water after the Commission on Elections (Comelec) found out that the local official put on hold the proclamation of candidates in an unspecified barangay in the province.

"Ito warning 'to dun sa mayor na yun kilala mo kung sino ka. 'Wag mo na lang pilitin na i-name ka namin (This is a warning to that mayor, you know who you are. Don't make us name you)," Garcia said in a press conference on Tuesday, Oct. 31.

The poll chief disclosed that the barangay board of canvassers (BBOC) could not proclaim the winning candidates because the mayor interfered and told them not to do it yet. Garcia said that they tasked the Comelec Regional Director in the area to direct the BBOC to proclaim the candidates on Tuesday.

He stated that the mayor did it because the candidate he or she was supporting lost. Garcia did not specify exactly what the mayor did but stated that the local official tried to sow fear into the electoral board (EB) members.

"May mga ganyan na nakikialam sa ginagawa ng Comelec. Tapos kapag binanggit mo yung pangalan magagalit. Ang sinasabi natin bigay niyo sa amin ang trabaho, trabaho namin yan eh. 'Wag niyo kaming pakikialaman (There incidents like that where someone interferes with Comelec's duties. But when you mention their name they will get offended. What we're saying is that is our job, let us do our job. Don't meddle)," Garcia explained.

"Kung bata niyo yung natatalo, wala kaming pakialam doon (If one of your people is lost, we don't care)," he added. 

The poll chief stated that they are investigating this issue and have asked their field personnel for the names of those involved in delaying the canvassing of votes and the proclamation of candidates.

He added that if these local officials are pressuring and threatening election officers while they're not even candidates, the poll body can only imagine what they are capable of doing in the May 2025 mid-term elections.

"Masyado akong nadidisappoint kapag nalalaman kong may nakikialam na local officials sa mga bagay na di naman dapat nila pinapakialaman (I am greatly disappointed when I find out that local officials interfere in matters that they shouldn't be involved in)," he said.

He pointed out candidates can always file an electoral protest since there is a process by which the ballot boxes can be opened. 

"There is no pre-proclamation controversy for the position of barangay. We will proceed with the proclamation. If you have questions and issues, raise that in the proper protest," he added.
