Senior Deputy Majority Leader and Ilocos Norte 1st district Rep. Sandro Marcos is eyeing the establishment of a digital prison records system in the country.

For this purpose, Marcos filed House Bill (HB) No.9194, titled, An Act providing for the establishment of a digital prison record system by the Bureau of Corrections (BuCor) and the Bureau of Jail Management and Penology (BJMP).

The proposed system is designed to store, manage, and share information related to persons deprived of liberty (PDLs), their cases, relevant court orders, and other related matters.

Section 3 of the bill provides that the BuCor and the BJMP would take responsibility for the digitalization of paper-based documents and records of PDLs to the system, under their respective custody.

Once established, the system would be accessible to law enforcement agencies and the courts through their duly authorized officers and agents, as well as to the legal counsels of the PDLs.

To ensure security from interference and unauthorized access, security measures will be implemented in the system to protect confidential and sensitive information and data, in compliance with the Republic Act (RA)No.10173 or the Data Privacy Act.

Aside from Rep. Marcos, other authors of HB No.9194 are PINUNO Party-list Rep. Ivan Howard Guintu, Quezon City Rep. Ralph Wendel Tulfo, Isabela Rep. Faustino “Inno” Dy, AGIMAT Party-list Rep. Bryan Revilla, and Caloocan City Rep. Dean Castro.

The bill is pending with the House Committee on Justice.
