
All security measures have been prepared to ensure a "secured, free and orderly" conduct of the Baranggay and Sangguniang Kabataan Elections (BSKE) on Monday, Oct. 30.
The Armed Forces of the Philippines (AFP) and Philippine Coast Guard (PCG) said they are ready to augment the Philippine National Police (PNP) in securing the polling precincts, election personnel, and voters.
A total of 117,000 military personnel and 20,000 coast guardians were deployed nationwide, particularly in the 361 election areas of concern identified by the Joint Peace and Security Coordinating Council (JPSCC).
The PNP earlier announced that a total of 187,600 cops were deployed for election duties.
AFP Chief of Staff Gen. Romeo Brawner Jr. directed the troops to support the Commission on Elections (Comelec) by making all military assets available for use to make sure that peace and order will prevail in the BSKE.
"We are confident and we will do our best to make sure that it will be secured, free, and orderly," AFP spokesperson Col. Medel Aguilar said on Sunday, Oct. 29.
Meanwhile, PCG Commandant Admiral Ronnie Gil Gavan said part of their deployment were intelligence operatives, K9 units, PCG and PCG Auxiliary personnel tasked to conduct strict security in ports and man help desks established by the Department of Transportation (DOTr).
"Mayroon din po tayong sea marshalls sa bawat barkong naglalayag na mayroong pasahero. Every departure po, bawat alis po ng barko ay talaga naman pong iniinspect ng mga tauhan natin upang siguradong ito po ay ligtas (We also have sea marshalls in every passenger ship that will sail. Every departure, our personnel really inspect them to make sure that they are safe)," Gavan said in a radio interview with dzBB.
"On top of that mayroon po tayong mga barko, mayroon po tayong maliliit na mga high speed craft na nakaalerto upang handang magconduct ng operation kung kinakailangan (On top of that, we also have ships and small high speed craft on alert and ready to conduct operation if needed)," he added.
The PCG has raised its status to full alert from Oct. 25 to Nov. 5 to ensure the orderly operations of sea transport facilities and convenient travel of the seafaring public.
"Sa mga pasahero, sinisigurado po natin na wala po silang dalang mga armas, walang sumasabog, 'yung mga the usual po na hindi po pupwedeng dalhin na makakasama po sa safety ng barko (For the passengers, we are making sure that they don't bring any firearms, no explosives, and the usual items that could harm the safety of the ship)," Gavan said.
"Ang barko naman sinisigurado natin na ito po ay pasado sa mga inspeksyon at lahat ng pasahero ay na-account, nailagay sa manipesto at dapat po wala pong overloading (For the ships, we are making sure that they pass all the inspections and all the passengers are accounted for, included in the manifest, and there should be no overloading)," he added.
From 12 midnight to 6 a.m. Sunday, the PCG monitored 27,530 outbound passengers and 28,532 inbound passengers in all ports nationwide.
