San Juan City cited in Urban Governance Exemplar Awards
The San Juan City local government racked up citations in the Department of the Interior and Local Government (DILG) Urban Governance Exemplar Awards on Wednesday, Oct. 25.

According to San Juan City Mayor Francis Zamora, the agency recognized the city's outstanding performance in the following functionality assessments:
- Anti-Drug Abuse Council Performance Audit
- Child-friendly Local Governance Audit
- Local Committee on Anti-Trafficking - Violence Against Women and their Children Functionality Audit
- Local Council for the Protection of Children Functionality Audit
- Peace and Order Council Performance Audit
- Local Legislative Award
- Implementation of the Manila Bay Clean-up, Rehabilitation and Preservation Program
The mayor expressed his gratitude to the DILG and vowed the city government's continuous exemplary performance in implementing its programs and initiatives in improving the lives of residents under "Makabagong San Juan" banner.
In March, Zamora said he aims to share and implement the city's best practices against illegal drugs and criminality with other LGUs in the National Capital Region (NCR) as he underscored the importance of proper coordination between local governments and the national government in maintaining peace and order in the region.
"'Yung mga best practices natin, na isa sa mga magagandang characteristic ng aming samahan bilang mga mayors, ay 'yung best practices ay pwede naming i-implement sa aming mga lungsod. Hindi nagkakaroon ng inggitan, hindi nagkakaroon ng isyu kung gagayahin n'ya ang mga magagandang bagay (Sharing the best practices of our respective localities with each other is one of the good characteristics of our relationship as mayors. No one is being envious of one another and there is no issue in replicating the best practices of other cities)," Zamora, who is also the Metro Manila Council (MMC) president and Regional Peace and Order Council (RPOC) chairman, said.
"Sa aming 1st quarter meeting for 2023, ang Quezon City Police Department (QCPD) po ay nagpresent ng kanilang 3-minute police response and in fact, we were so amazed na totoo nga within 3 minutes or less ay dumadating ang kanilang police depende kung saan galing ang tawag para sa responde. So, ito ay isang magandang halimbawa ng best practice ng Quezon City na sa aking paniniwala ay pwede ding ipatupad sa iba't ibang lungsod sa Metro Manila (Yesterday during our 1st quarter meeting for 2023, the Quezon City Police Department presented its 3-minute police response and in fact, we were so amazed that the police were really able to respond within 3 minutes or less depending on the location of the call. So this is one of the best practices of Quezon City that in my belief can be implemented as well in the different cities in Metro Manila). So these are the things that we can do, we can replicate the best practices, and of course avoid mistakes," he added.
Zamora said he intends to share San Juan's best practices in curbing illegal drugs and maintaining peace and order with the other local executives.
San Juan City was previously recognized by the Philippine Drug Enforcement Agency (PDEA) as the first city in Metro Manila with 100 percent of its barangays declared as drug-cleared.
The Philippine National Police (PNP) also cited the city for having the lowest crime rate among other cities in Metro Manila.
Zamora stressed that the success of San Juan City in terms of fighting illegal drugs and criminality is the fruit of the partnership of the city government, its residents, and the national government.
He also noted that the city also gives assistance to its people who use drugs (PWUDS) by providing them with intervention and rehabilitation.
"Yung ating mga users ay dapat may intervention. Meron po kaming Balai Silangan kung saan ito ang aming drug reformation center at dito natin binibigyan ng pagkakataon ang ating mga drug users na makabalik sa normal na buhay (Our drug users should receive intervention. We have our Balai Silangan which serves as our reformation center where we give PWUDs another chance to return to their normal lives)," Zamora said.
