A Bulacan congressman has rejected the lifting of the contempt order on Land Transportation, Franchising and Regulatory Board (LTFRB) corruption whistleblower Jefferson Tumbado in connection with the upcoming Barangay and Sangguniang Kabataan Elections (BSKE).
Instead, Bulacan 6th district Rep. Salvador Pleyto Sr. has proposed to temporarily allow Tumbado out of detention so the latter may cast his vote in the village and youth polls scheduled Monday, Oct. 30.
Tumbado is currently serving a 10-day detention order by the House Committee on Transportation, which began last Oct. 23.
That day, the former LTFRB executive assistant was cited for contempt by the panel for giving contradictory answers to the solons' questions during their motu proprio investigation on the corruption allegations.
Tumbado also practically admitted during the probe that he had no hard proof of the corruption in the agency, as he only presented hearsay.
"Ako po as bumoboto na hindi payagan i-lift ang contempt order ngunit bigyan siya ng pagkakataon bumoto sa araw ng halalan (I vote to not allow the lifting of the contempt order but to instead to give him an opportunity to vote on the day of the election)," Pleyto said.
"As [a] fellow public servant, I am truly disappointed with the actions of Mr. Tumbado," he underscored.
"There are irreparable damages caused against Chairman Guadiz, the LTFRB (Land Transportation, Franchising and Regulatory Board), the Department of Transportation (DOTr) and the Office of the President (OP)," noted Pleyto.
This notwithstanding, Pleyto says he recognizes Tumbado's right to vote on Oct. 30.
"I would like to propose that Mr. Tumbado be allowed to vote on Monday, Oct. 30, 2023. He will [be released] on Sunday, Oct. 29, 2023. Mr. Tumbado can return after voting to finish the 10 days contempt order with the consensus of the [committee]," he said.
Tumbado, a former journalist, was employed as LTFRB Chairman Teofilo Guadiz III's executive assistant from February 2023 up to his sudden resignation in September. On Oct. 9, Tumbado claimed in a press conference that at least P5 million was being paid in exchange for approval of franchises, securing routes and special permits.
Two days later, he recanted his statement and said that he had no personal knowledge of any corruption activity directly involving Guadiz. He withdrew his recantion on Oct. 20, but insisted on his exoneration of Guadiz.
Guadiz was suspended by Malacañang following Tumbado's initial revelation.
Tumbado is being detained at the House of Representatives in Batasan, Quezon City.
