4 Metro Manila cities receive '2023 Urban Governance Exemplar' awards

The cities of Caloocan, Navotas, Valenzuela, and Quezon received awards and citations during the 2023 Urban Governance Exemplar Awards of the Department of the Interior and Local Government–National Capital Region (DILG-NCR) held at the Crowne Plaza Manila Galleria, Quezon City on Wednesday, Oct. 25.


The Caloocan City local government unit was recognized for its excellent implementation of solid waste management and other environmental programs in line with the Manila Bay Clean-up, Rehabilitation, and Preservation Program (MBCRPP).

The city government also received an "ideal rating" for the "Local Council for the Protection of Children (LCPC) Functionality Audit" and the high functionality award for the Peace and Order Council (POC) Performance Audit.
The city government of Navotas received high functionality ratings for its establishment of the Anti-Drug Abuse Council and Peace and Order Council.

It also attained the ideal level of functionality for the Local Council for the Protection of Children and Local Committee on Anti-Trafficking and Violence Against Women and Children (LCAT-VAWC).
The city government was acknowledged for their active engagement in the Manila Bay Clean-Up Rehabilitation and Preservation Program (MBCRPP), its enactment of measures contributing to effective local governance and development, and its successful passage of the Fisheries Compliance Audit (FishCA).

According to Navotas City Mayor John Rey Tiangco, the awards served as their inspiration to improve their services to the city and its residents.
“These awards are a humbling validation that Navotenos and our fellow public servants in the government appreciate the work we do. These only serve to inspire us to further enhance our governance practices and provide better services to uplift the lives of our people,” Mayor John Rey Tiangco said.
The city mayor received the awards along with Vice Mayor Tito Sanchez, City Administrator Dr. Christia Padolina, Sangguniang Panlungsod Secretary Marlon Serrano, Navotas DILG Officer-in-Charge Director Jenifer G. Galorport, and City Planning and Development Officer Engr. Rufino M. Serrano.
Meanwhile, Quezon City Vice Mayor Gian Sotto, Assistant City Administrator for Operations Alberto Kimpo, DILG-QC Director Emmanuel Borromeo, and other city officials received the awards for the “Child-Friendly Local Governance Audit,” “Manila Bay Clean-up, Rehabilitation and Preservation (MBCRP) Program” recognitions during the event.

They also bagged the Local Committees on Anti-Trafficking and Violence Against Women and Children (LCAT-VAWC) Functionality Audit, Local Council for the Protection of Children (LCPC) Functionality Audit, Anti Drug Abuse Council (ADAC) Performance Audit, and Peace and Order (POC) Performance Audit.
According to Quezon City Public Information Office (PIO), Barangays Talipapa also Holy Spirit were also commended by the DILG for their implementation of the "Halina't Magtanim ng Prutas at Gulay (HAPAG) sa Barangay" project in their respective villages .
Additionally, Barangay San Bartolome received the “Lupon Tagapamayapa Incentives Award,” while the Quezon City Sangguniang Panlungsod was recognized as the 2023 Local Legislative Award regional winner.
The Valenzuela City government also bagged multiple awards during the event.

It also got “high functionality” ratings for its establishment of the Anti-Drug Abuse Council and Peace and Order Council, and ideal level of functionality for the Local Council for the Protection of Children and Local Committee on Anti-Trafficking and Violence Against Women and Children (LCAT-VAWC).
The city were also cited as the 1st runner-up on Local Legislative Award category, got a high functional rating on Anti-Drug Abuse Council Performance Audit for the Highly Urbanized City category, ideal functional rating on Local Council for the Protection of Children Functionality Audit,
It also received a plaque of recognition for ensuring the effective implementation of the Manila Bay Clean-up, Rehabilitation, and Preservation Program.

The Urban Governance Exemplar Awards is an initiative by DILG-NCR to formally acknowledge the contributions and achievements of local government units (LGUs) in Metro Manila.
The winners were selected by the DILG through a regional assessment and validation process of the LGUs' diverse programs and projects.
