CAVITE – The local government unit of General Emilio Aguinaldo, commonly known as Bailen, has banned the use of plastic and styrofoam packaging starting November 6.
Municipal Ordinance No. 05-58-S-2023 directs establishments to use biodegradable materials, such as paper bags, carton boxes, eco bags, or recycled materials instead of plastic or styrofoam.

Dry goods can be packed in non-biodegradable materials only if such packing materials are brought by the customer.
The ordinance only allows the controlled use of plastic as a basic packing material for wet products, such as fish and meat.
First-time ordinance violators will be fined P500 or will be detained for a day. Second-time violators will be asked to pay a penalty of P1,500 or face a three-day detention, and third-time violators will be fined P2,500 or detention of up to six months, depending on the court decision.
