OCTA pushes bill to protect gov't agencies from cyberattacks
The OCTA Research Group is calling on Congress to pass the Protection Against Cyberattacks Bill, which aims to protect critical information infrastructure from cyber threats.
The call was made in response to recent cyberattacks on key government institutions, including the Philippine Health Insurance Corporation, Philippine Statistics Authority, Department of Science and Technology, and the House of Representatives, which encountered cybersecurity incidents ranging from data breaches to website defacement.
OCTA noted that while cyberattacks can cause service disruption and damages, the loss of public confidence and trust is difficult to quantify in terms of costs.
“There is no clear policy that specifically protects the information security of critical infrastructure, which leaves our institutions wide open to cyberattacks. There has to be a more structured response to cyberthreats and attacks if we are to secure our institutions that provide vital services to the Filipino people,” OCTA Research Fellow Ranjit Rye said in a statement on Tuesday, Oct. 24.
“The recent attacks show the vulnerability of our government institutions. More importantly, we should protect critical infrastructure like energy, water, telecommunications, and healthcare, which would not only have a direct impact on citizens but could paralyze the economy as well,” the group also pointed out.
OCTA recommends the enactment of the Protection Against Cyberattacks Bill to establish cybersecurity standards, report incidents, appoint personnel, build a workforce, and enable funding allocation.
The proposed “Protection Against Cyberattacks Act” specifically compels public and private institutions providing critical services to adhere to internationally recognized minimum cybersecurity standards, report significant incidents to a National Computer Emergency Response Team, appoint personnel with cybersecurity training and credentials, build a cybersecurity workforce, and permit critical information infrastructure institutions to allocate funds for cybersecurity.
