The northeast monsoon, or “amihan,” and the shear line will continue to affect most of Luzon, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday, Oct. 24.

PAGASA said cloudy skies with scattered rain showers and thunderstorms will be felt in mainland Cagayan, Isabela, Quirino, Nueva Vizcaya, Aurora, Quezon, Camarines Norte and Camarines Sur due to the shear line—an area where the cold northeasterly winds and warm easterly winds converge.
The public is warned of flash floods or landslides in high-risk areas due to moderate to heavy rains.
Batanes and Babuyan Islands will also have cloudy skies with rains, while partly cloudy to cloudy skies with isolated light rains will still be experienced in Cordillera Administrative Region and Ilocos Region caused by the amihan.
Meanwhile, Metro Manila and the rest of the country will have cloudy to cloudy skies with isolated rain showers caused by localized thunderstorms.
PAGASA also advised the public to be wary against flash floods and landslides in high-risk areas during severe thunderstorms. (Lizst Torres Abello)
