Comelec keen on suspending proclamation of BSKE bets facing poll raps

Commission on Elections (Comelec) Chairman George Erwin Garcia said on Monday, October 23, that they are keen on suspending the proclamation of Barangay and Sangguniang Kabataan Elections (BSKE) candidates who are facing election-related charges.
"Absolutely firm in suspending them," Garcia said in a text message.
In a radio interview on Radio DZBB, Garcia said the poll body plans to release a resolution pertaining to this by Wednesday.
Cases that would be covered by the resolution will include premature campaigning, vote buying, and illegal campaigning as well as those filed by the Comelec's task force and even by private individuals.
"Sa amin pong palagay yan ay isang mabisang dahilan upang patunayan sa lahat na hindi po nagbibiro ang Comelec kapag sinabi natin na seryoso kami sa mga kasong nakafile sa Comelec (For us this is an efficient way of proving that Comelec is not joking when we said we're serious about the cases filed in Comelec)," Garcia said.
Garcia explained that even if a candidate wins and a suspension order has not be issued against them yet they have a pending case filed against them, they will still be under the jurisdiction of the Comelec and the poll body can still remove them.
As per the latest data released by the poll body last October 20, for premature campaigning, it has filed 165 petitions for disqualification, issued 7,103 show cause orders (SCOs), and has issued 327 subpoenas and served these for verified complaints. There are also 868 complaints dropped for lacking factual basis.
For illegal campaigning, Comelec has so far filed 341 SCOs.
As of October 20, the Comelec Anti-Epal Task Force has also issued an additional 210 SCOs for illegal campaigning and filed petitions for disqualification against 16 candidates in violation of premature campaigning.
The Comelec, on Monday, signed a data-sharing agreement with the Philippine National Police (PNP).
There, Garcia said that the Comelec, together with the PNP, the Armed Forces of the Philippines (AFP), the Philippine Coast Guard (PCG), the Department of Education (DepEd) and other partner agencies are all-set for the BSKE on Oct. 30, 2023.
The PNP is set to deploy approximately 180,000 police forces in the whole country while the AFP is set to deploy almost 100,000 military forces.
"Tatandaan natin hindi naman pupuwedeng napakadaming uniformed personnel sa isang area, sa isang barangay o sa isang munisipyo. It will create a situation na aakalain ng ilan na napakagulo ng lugar na yan (Let's remember that not too many uniformed personnel can be deployed in a single area, barangay, or municipality. People might think that there's bound to be chaos in that area)," Garcia said.
"Tatandaan natin sa bawat polling place hangga’t maaari isang sundalo, isang PNP lang miyembro ang nandiyan at ang layo pa nila ay 50 meters doon sa mismong polling place (Let's remember that for each polling place there must be at least one solider, one PNP member and their distance is 50 meters from it)," he added.
The poll chief added that they cannot increase the numbers except in areas under the red category, yet at the same time, they will minimize the presence of the PNP and AFP in these areas.
