The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Oct. 23, said most parts of Luzon will still experience cloudy weather conditions with rains due to the northeast monsoon or "amihan" and shear line.

Metro Manila, Central Luzon, Cavite, Laguna, Batangas, Rizal, Quezon, Bicol Region, mainland Cagayan, Isabela, Quirino, and Nueva Vizcaya will have cloudy skies with scattered rainshowers and thunderstorms caused by shear line---an area where the cold northeasterly winds and warm easterly winds converge.
PAGASA advised the public that possible flash floods or landslides may occur in high-risk areas due to moderate to heavy rains.
Meanwhile, PAGASA said Batanes and Babuyan Islands will experience cloudy skies with rains while partly cloudy to cloudy skies with isolated light rains will prevail in the Cordillera Administrative Region and Ilocos Region both due to northeast monsoon or "habagat."
The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers due to localized thunderstorms, said PAGASA.
The public was also warned against flash floods and landslides in high-risk areas caused by severe thunderstorms. (Lizst Torres Abello)
