ARTA hails Marcos' order banning LGUs' pass-through fees

The Anti-Red Tape Authority (ARTA) is in full support of President Marcos's Executive Order (EO) No. 41, which banned the collection of pass-through fees by local government units (LGUs) on all national roads.

ARTA director-general Secretary Ernesto Perez said this after Malacañang released a copy of EO 41, signed by Executive Secretary Lucas Bersamin on Sept. 25.

In a statement, Perez expressed his gratitude to Marcos for the EO's passage as it institutionalized ARTA's joint memorandum circular with the Department of the Interior and Local Government (DILG) and the Department of Finance (DOF) that prohibited LGUs from collecting the said fees and taxes relative to the transport of goods and services.

He said ARTA will work closely with other government agencies Marcos tasked to ensure the EO's smooth implementation.

"ARTA assures that we will work closely with concerned government agencies and stakeholders in the public and private sectors in crafting this EO's Implementing Guidelines," Perez said.

The ARTA chief also emphasized that Marcos' directives guarantee unified efforts to facilitate the unhampered delivery of goods nationwide and help the local economy by eliminating burdensome logistics costs.

Based on the EO, the DILG must consolidate all LGU ordinances relative to collecting fees on national roads. The ARTA, DOF, the Department of Public Works and Highways (DPWH), the Department of Trade and Industry (DTI), and the Department of Transportation (DOTr) shall evaluate them.

The said agencies have 30 days to formulate and issue the Implementing Guidelines.

According to President Marcos, he issued EO 41 to promote the ease of doing business.

He likewise said that the additional transportation costs are passed on to consumers.
