CAMP RAFAEL C. RODRIGUEZ, Butuan City – Forty-four police commissioned officers (PCOs) of the Police Regional Office-13 (PRO-13) graduated from the 45-day Investigation Officers Basic Course (IOBC).in this camp on Friday, September 29.

Three police lieutenant colonels, two majors, 22 captains, and 17 lieutenants completed the competency training for investigation.
The IOBC Class 240-2023, which opened on June 7, 2023, was attended by police officers assigned to the different police provincial offices, PRO-13 headquarters, Regional Mobile Force Battalion-13, national support units, and Butuan City Police Office.
Police Lt. Col. George C. Carino topped the course with a rating of 88.41 percent, followed by Police Lt. Ariel E. Esperon with 88.32 percent, and Police Capt. Franklin P. Parejo with 86.38 percent.
They were awarded with the Medalya ng Kasanayan for their achievement.
In addition, Carino, Police Capt. Joy Marc G. Prieto, Capt. Eric V. Dangate, and Esperon also received the Medalya ng Kasanayan for being the Best Team Field Immersion and Panel Deliberation.
“As investigators and future investigators, you are about to join a challenging career that requires skills, ethics, and integrity. You will be entrusted with the task of uncovering the truth, seeking justice for victims, and ensuring that they are protected,” PNP Director for Investigation and Detective Management Police Major Gen. Eric C. Noble, guest of honor and speaker during the graduation ceremony, said.
PRO-13 Director Police Brig. Gen. Kirby John B. Kraft lauded the IOBC Class 240-2023.
“As soon-to-be chiefs of police or investigation officers, you play a pivotal role in the administration of justice,” Kraft said. “Remember that what you have acquired is not just a tool in your arsenal of capabilities but a responsibility you carry on your shoulders.”
