Rains to persist in N. Luzon due to northeasterly wind flow
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Wednesday, Oct. 18 said the northeasterly surface wind flow or the initial blast of cold breeze coming from the northeast will still affect parts of Northern Luzon.

Batanes, Cagayan, Isabela and Aurora will have cloudy skies with rains.
PAGASA warned that flooding and landslides are possible during moderate to heavy rains.
Weather specialist Obet Badrina said the prevalence of the northeasterly surface wind flow indicates that the country is in a climate transition to the northeast monsoon or "amihan" season.
Badrina added that PAGASA may declare the official start of the amihan season in the following days or weeks.
Meanwhile, partly cloudy to cloudy skies with isolated rain showers will be experienced in Metro Manila and the rest of the country due to localized thunderstorms, said PAGASA.
It also warned the public against possible flash floods and landslides in high-risk areas during moderate to heavy rains. (Lizst Torres Abello)
