DSWD, other agencies commit to re-establish governance among Socorro Bayanihan members
Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian said government agencies and private organizations are working together to restore governance among the members of Socorro Bayanihan Services Inc., aiming to provide assistance to children who were denied their education rights.
Gatchalian said a composite team from the DSWD, Department of Health (DOH), and Department of Education (DepEd) will be formed to gather baseline data on the health and literacy of children, expectant mothers, and nursing mothers at Sitio Kapihan, Socorro town, Surigao del Norte province.
"The national government will bring back governance in the area. Life and governance must go on inside the premises of the Socorro Bayanihan Services Inc," he said during an inter-agency meeting at the DSWD Central Office in Quezon City on Oct. 16.
The baseline data will include the children’s literacy status for proper educational intervention, immunization records for tracking malnutrition, and other health-related interventions.
“These will serve as the foundation for the government's strategy on how it would begin to appropriately intervene on behalf of the Socorro Bayanihan members' livelihood, health, and educational needs,” Gatchalian pointed out.
DSWD will manage the intervention on human development component under the direction of the DOH by using its Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI CIDSS) program to build educational and medical facilities in the area.
Its Sustainable Livelihood Program and cash-for-work program will also be utilized alongside the Department of Labor and Employment's Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced workers to provide livelihood opportunities to Socorro residents.
“The DSWD’s goal in working with other line agencies is to restore human life in the area with dignity through livelihood, health, and education,” Gatchalian said.
The Socorro Bayanihan Services, Inc. has 3,184 members or 909 household-members, with 1,173 minors (554 females and 619 males) and 1,967 adults (980 females and 987 males), according to DSWD data.
During the inter-agency meeting, which was attended by representatives from the DepEd, DOLE, DOH, Department of the Interior and Local Government, Department of Human Settlements and Urban Development, Department of Environment and Natural Resources, Technical Education and Skills Development Authority (TESDA), Philippine Statistics Authority (PSA), Philippine National Police, and Gawad Kalinga, Gatchalian reaffirmed that a national strategy is under way to improve the human life index of the Socorro members.
DSWD is implementing a program involving child psychologists to assist child victims in their parent effectiveness program, focusing on normalizing their lives.
Gawad Kalinga is also helping to form values and expedite coping mechanisms.
Adult victims will receive training from TESDA, while those who have not registered will receive assistance from PSA regarding birth and marriage certificates.
