PH coast watch center joins Canada's vessel detection system

​The Philippines has signed an agreement enabling its access to Canada's vessel monitoring system, including monitoring of unidentified vessels at sea.

According to the Department of Foreign Affairs (DFA), the two countries inked a deal including the Philippine National Coast Watch Center (NCWC) in Canada's Dark Vessel Detection System at the sidelines of the 6th Joint Commission for Bilateral Cooperation (JCBC) in Ottawa October 12.

The signing came as Canada strengthened its maritime ties with countries in the region, including the Philippines, which is now the "core" of its "Indo-Pacific strategy."

The DFA said the newly-inked Arrangement on the Dark Vessel Detection (DVD) System will help the Philippines fight illegal, unreported and unregulated fishing (IUUF) by vessels that deliberately turn off their Automatic Identification System (AIS).

It will also enhance the Philippines' maritime domain awareness over its territorial waters and exclusive economic zones (EEZs), which are currently being challenged.

"It utilizes layered multi-sensor satellite data from both commercial and government-owned satellite assets to provide near real-time satellite imagery," the DFA said.

The system also incorporates historical vessel information, environmental data, and analytics to support and facilitate analysis, it added.

DFA said that the system will be jointly managed by the NCWC and Canada’s DFO.

In May 2023, Canadian Foreign Minister Melanie Joly flew to Manila for a bilateral talk with President Marcos and her Filipino counterpart, Enrique Manalo, that made way for the Philippines and Canada to agree "to elevate existing bilateral cooperation across socio-economic, political and security sectors."

Joly and Manalo, in their talk, also agreed to sustain the positive momentum of official exchanges, including among authorities involved in maritime security, marine environmental protection, and sustainable fisheries in support of institutional capacity-building in these sectors in the Philippines.

The two diplomats pushed for the promotion of the rule of law in the South China Sea and the respect for freedom of navigation and overflight, in line with international rules and laws.
