Marcos promotes Food Stamps as flagship program

The "Walang Gutom 2027: Food Stamp Program" is now a flagship program of the national government after Malacañang issued Executive Order (EO) No. 44 on Oct. 12, 2023.

Executive Secretary Lucas Bersamin signed the order on Thursday, but a copy was published only on Sunday, Oct. 15.
Based on the EO, the Department of Social Welfare and Development (DSWD) shall be the lead implementing agency of the Food Stamp Program (FSP).
The agency is tasked to undertake the necessary steps for the FSP's successful implementation and expansion, including the identification of eligible beneficiaries and collaboration with relevant stakeholders to ensure efficient and timely distribution and use of food stamps.
The DSWD is tasked with working with other government agencies and local government units (LGUs) to implement EO44. On the other hand, relevant government agencies and all participating LGUs are urged to provide full support to and cooperate with the DSWD to ensure the effective implementation of the order.
In addition, the DSWD is directed to determine the appropriate staffing pattern and corresponding qualification standards for creating additional positions necessary for the administration and operation of the FSP.
The DSWD is tasked to craft the EO's implementing rules within 30 days after it takes effect. Its implementation will be funded by DSWD's appropriations and its partner agencies.
The "Walang Gutom 2027: Food Stamp Program" aims to decrease the incidence of voluntary hunger experienced by low-income households by providing monetary-based assistance through Electronic Benefit Transfer (EBT) cards that can be used in purchasing select food commodities from eligible partner merchant stores.
Its implementation aligns with the Philippines' commitment to realize the United Nations Sustainable Development Goal No. 2 of ending hunger, achieving food security, improving nutrition, and promoting sustainable agriculture by 2030.
In addition, one of the objectives of the Philippine Development Plan 2023-2028 launched in June this year, as well as the administration's 8-Point Socioeconomic Agenda, is to ensure food security and proper nutrition in the country by providing accessible, safe, and nutritious food for all Filipinos.
The FSP's international sponsors include the United Nations' World Food Programme, the Asian Development Bank (ADB), and the government of France.
The grant of US$3 million came from France, ADB, and the Japan International Cooperation Agency. Next year's target would be 300,000 households.
