CIFs for president jumped 900% during Duterte admin, Lagman recalls

The administration of former president Rodrigo Duterte represented an enormous 900 percent increase from its direct predecessor when it comes to confidential and intelligence funds (CIFs).
Liberal Party (LP) President Albay 1st district Rep. Edcel Lagman made this recollection Thursday afternoon, Oct. 12 even as CIFs remained a huge talking point in the online space.
"It was during the time of former president Rodrigo Duterte when the CIF of the president ballooned to P4.5 billion from only P500 million during the time of President Benigno Aquino III or [a] 900 percent increase," Lagman said.
"During the time of [former] President Gloria [Macapaga-] Arroyo, the CIF of the Office of the President (OP) was only P600 million," he noted.
Duterte was the Philippine president from 2016 to 2022. His predecessor, the late former president Aquino, served in Malacañang from 2010 to 2016.
Arroyo, the current Pampanga 2nd district representative and House deputy speaker, was the chief executive from 2001 to 2010.
Lagman, a veteran legislator in the lower chamber, wondered of incumbent President Marcos would voluntarily give up his CIF under the proposed P5.768-trillion General Appropriations Bill (GAB) or proposed national budget for 2024.
"Will the [OP] voluntarily relinquish a good portion of its huge confidential and intelligence funds (CIF) for 2024 amounting to P4.5 billion, following the examples of the Office of the Ombudsman and the Office of the Solicitor General which forfeited the whole or a great portion of their secret funds?
"Incidentally, the National Security Council and the National Intelligence Coordinating Agency (NICA), both attached to the [OP ]have been reallocated confidential funds in the amount of P100 million and P300 million, respectively," Lagman noted.
"Any forfeited funds from the CIF of President Marcos Jr. will go a long way to further support specific activities of the Departments of Health (DOH), Labor and Employment (DOLE), and Social Welfare and Development (DSWD), as well as rice productivity and financial assistance to farmers.
The House of Representatives had just finished a "rationalization" of confidential funds in the 2024 GAB which led to the confidential funds of the Office of the Vice President (OVP) and the Departments of Education (DepEd), Information and Communications Technology (DICT), Agriculture (DA) and Foreign Affairs (DFA) being reduced to zero.
Up to P1.23 billion worth of confidential funds was realigned--mostly for purposes of addressing the West Philippine Sea (WPS) issue--as a result of the rationalization.
